International health officials want to know what Indonesia is doing to stop the spread of avian influenza, which has claimed 85 human lives there and shows little sign of slowing. As Chad Bouchard reports for VOA from Jakarta, Indonesian officials are defending their efforts.

Officials from the United Nations' Avian and Human Influenza program are in Bali for a two-day meeting with the Indonesian government. They are assessing ways to improve the country's programs to prevent bird flu from spreading.

JAKARTA: An international conference on bird flu, titled Key Partners on Avian Influenza and Pandemic Preparedness, will be held in Jimbaran in Bali on Tuesday.

"Three Indonesian ministers -- Coordinating Minister for People's Welfare Aburizal Bakrie, Health Minister Siti Fadilah Supari and Agriculture Minister Anton Apriyantono will attend the meeting," Iqbal, a member of the meeting's organizing committee, said in Denpasar, as quoted by Antara.

Some 150 participants, including several from countries which have been providing financial assistance to Indonesia for bird flu control, will attend the conference, he said.

Speakers at the meeting, which will be officially opened by Minister Aburizal Bakrie, will include David Naborro of UNESCO (United Nations Education, Scientific and Cultural Organization) and Bayu Krisnamurthi, the executive chairman of the National Commission on Bird Flu Control and Avian Influenza Pandemic Preparedness.

Bali Governor Dewa Made Beratha is scheduled to explain efforts made by the Bali provincial administration to deal with bird flu on the island at the event.

Sementara dokter hewan Dinas Pertanian Kubar I Wayan Narendra mengatakan, untuk Kubar sudah ada indikasi flu burung, tepatnya di Kampung Simpang Raya Kecamatan Barong Tongkok dengan 1.000 ekor ayam yang mati dari 1.500 sampai 1.700 populasi yang ada. "Namun tidak ada masyarakat yang terinfeksi virus flu burung," kata Narendra.
Ia menambahkan, Kubar belum dapat dikatakan aman dari flu burung karena masih harus dilihat dalam 2 tahun ke depan. Bila aman akan diberikan surat keterangan dari provinsi, bahwa tidak ada kasus namun dengan bukti data laboratorium dan surat rekomendasi. you can see the juxtaposition

of various issues.  Read this Greenpeace article for background on issues of illegal logging.  http://www.greenpeac...  It says 80% of Indonesian timber exports come from illegal logging.  It's a huge problem around the world when massive areas of forest are destroyed every year.  This has implications not just for global warming (by removing the 'carbon sinks') but also the disturbance of the natural habitats of wildlife and bringing exotic species in contact with humans in ways that would not have naturally occurred, which contributes to the increasing number of zoonotic diseases.

I don't know the trade/business interests angle of this, but certainly tying these issues together with intellectual property rights and investments sounds like they are doing the good cop/bad cop routine on a number of issues simultaneously.  How much of that has to do with avian flu is anybody's guess though.



All 'safety concerns' are hypothetical.  If not, they'd be called side effects...

Since 2003, when bird flu first hit countries in Asia, international experts feared the virus could mutate into a form that spread easily among people, sparking a global pandemic.

"We know of interesting work done by Russian doctors in the sphere of vaccines development, and Indonesia would be grateful if Russia shared its experience," the minister said.

Russia completed the first phase of clinical trials for a human vaccine against the H5N1 bird flu virus in late March. Researchers said they had developed vaccine production techniques and commercial production could be started immediately in the event of a pandemic. Speaking at the opening of the two-day conference, which addresses priorities in the fight against bird flu in 2007-2008, Bakrie said that at the moment Indonesia had registered 106 human bird flu cases, 85 of them fatal.

Last Thursday, an Indonesian farmer died in the Sumatra province after slaughtering an infected chicken, bringing the number of people killed by H5N1 virus worldwide to 200.
The world's fourth most populous country, which was struck by a devastating tsunami in December 2004, Indonesia is one of the most popular venues for international tourists, and bird flu cases may jeopardize the country's tourism industry and economy.

Would those in Indonesia who are not willing to share samples have got hold of the meaning of "cooperation" as in "mutual benefit", "reciprocal agreement", "bilateral arrangement", "joint collaboration"?

Further, would those people bear in mind that the meaning of the word "cooperation" may not be understood, yet, possibly for a loooong time, by a majority of other nations who were the object of Indonesia's possessiveness of its virii...

Would I be paranoid in thinking that if Indonesia, after stalling the world for months on the subject of samples sharing, could secure a mutually beneficial arrangement with a nation capable of producing human H5N1 vaccines in the very near future, then something would be badly afoot in Indonesia?

This 'policy' of refusing to share virus samples as bargaining position from the Indonesian government has been going on since at least January 07, so No, I wouldn't interpret this as something badly afoot in the short term sense.  Remember these negotiations don't happen overnight.  For that to come out in the news means it has been going on for some time behind closed doors.

I'm reading it in this context, that I commented on the other day.  Note my thoughts on the withdrawal of influence resulting in other less desirable influences dominating. http://www.newfluwik...  The US trade team visit is part of this picture as well

This "cooperation" is a way of saying to the world, and it's nothing other than the reality, that "if you don't give us what we want, someone else will.  Just wait and see."

The Strait carries 50,000 vessels per year, carrying between one-fifth and one quarter of the world's sea trade. A quarter of all oil shipments carried by sea come through the Strait, in 2003, an estimated 11 million barrels (1,700,000 m³) a day,[citation needed] a trade that is expected to expand as oil consumption rises in China.

At Phillips Channel near Singapore, the Strait narrows to 2.8 km (1.5 nautical miles) wide, creating one of the world's most significant traffic bottlenecks [1].

For example, much of the oil going to Japan has to go through that strait, and Japan is the world's second riches nation.  It's (actual and perceived) wellbeing has major consequences to the rest of the world.  Changing the power equation of influence in Indonesia has widespread implications for world economy and the stability of the region.

Note also reference to bush fires affecting shipping:

"Another risk is the yearly haze caused by raging bush fires in Sumatra. It can reduce visibility to 200 m, forcing ships to slow down in the busy strait. Some fear it might also give cover to terrorists or pirates."

Much of this can be attributed to the direct and indirect effects of illegal and excessive logging, as explained in this article on Australia bushfires science of forest fires and role of logging industry

The world cannot afford to not negotiate with the Indonesians, however distasteful it may seem to those among us who take the moral high ground on the virus sample sharing issue.  Countries including those in the West do not have the luxury of being able to take a stand on single issues like we can, and that's the reality.

First - what did Indonesia trade or offer to get this "cooperation"? Second - How desperate were they to "cooperate"?  Not sure we would like the answer to either question.  Paranoia or fear may be appropriate in both cases.

As for Intellectual Property Rights (patent infringement and copyrights - think movies, DVDs, CDs, watches, designer goods and a range of other products) are always a big issue around the world for the US.  US officials are engaging others on these issues constantly.  Some countries pick and chose if and how they will enforce Intellectual Property Rights.  Some countries ignore them until they can profit by them and then only selectively.

out of holding the samples. I think I read where they did a big arms deal with the russians (yes it was one billion dollars worth. ) http://voanews.com/e... , several other countries are giving them money to fight the virus including the US. Japan also has given them a lot of money in aid. http://www.japantoda... (Japan pledges Y25 mil bird flu aid to Indonesia).

Meanwhile they somehow can afford to spend great sums of money on weapons. Sigh.

Some countries pick and chose if and how they will enforce Intellectual Property Rights.  Some countries ignore them until they can profit by them and then only selectively.

It's a major area of contention not just among countries, and not just in business, but is an ongoing area of debate among scholars of many disciplines as well as media, including the rise of free media eg using GNU on the internet.  We may be moving into an era when a lot of status quo may have to be re-negotiated, including the push to get scientific papers available for free.  But these are the 'easier' topics.  The more serious ones involve life and death issues for millions around the world.

The big debates on 'essential medicines' eg for HIV/AIDS and TB illustrate how difficult it is to solve such problems.  The occurrence of multiple drug-resistant TB that is beginning to threaten the West illustrates how we cannot afford to ignore the suffering and needs of people in developing countries, quite aside from the moral issues.  The world is IMHO only at the beginning stages of trying to find a solution to such problems, and the H5N1 virus sample sharing vs access to the products of research from such samples aka vaccines is but a subset of wider issues. 

This WHO report Public health, innovation and intellectual property rights is a good overview of the many complex issues involved and, to my mind, the long road to solutions, if ever we get there.

Intellectual Property Rights (IPR)

IPR is also covered as part of the World Trade Organization under something called TRIPs (TRIPs is a Treaty)and under the World Intellectual Property Organization (treaties but very loose knit).  It is all very controversial and contentious.  What is going on with Indo is a small part of the discussion but with a large consequence.

Wow! I had no idea about the strategic location of Indonesia

with regards to the oil (and other goods) shipping industry. There are political, military and economic repercussions I don't even want to think about if Indonesia has a melt down due to bf and/or other disasters, allowing some kind of coup to take place, possibly one backed by a nation with the military might to effectively blockade that strait.

Always have a plan B.

on the subject of meltdown in Indonesia

Like I said, whether we like it or not, tptb in our governments (yours, mine, and everyone else's) have much more limiting choices than the public can understand.  That's not an excuse for inappropriate actions of course, just an attempt on my part to fill in a few gaps in the picture.  We are sometimes at risk of being such a 'single issue' community that from time to time we need to step out and get a bigger understanding before we can understand or judge the actions of governments.

the piracy problem

is a serious and acute threat to shipping and trading on that route.  China of course is only protecting it's own interests, but in some ways if that helps stabilize the region somewhat, there is some benefit to that. 

Having said that, I'm under no illusion that every single country/power on this planet is out there primarily for their own benefit/profit, and humanitarian/global concerns are very far down the list of priorities.  It's the same whether it is China, Russia, Indonesia, or the US.

I enjoyed reading this discussion.

It was informative and lively, and everyone contributed something valuable about a very little known area.  I really don't know what is going on.  But I think it's much simpler than we think.  Russia has something that Indonesia wants.  And Indonesia has something that Russia wants.  They are making a deal.  What that deal is, well, your guess is as good as mine.

...it [Indonesia] has control over the Strait of Malacca.

Indonesia doesn't have sole control over the strait -- parts of the strait lay in Malaysian and Thai waters -- and a smaller part of it is also known as the Strait of Singapore (presumably controlled by Singapore).

strictly interpreted, but Indonesia is definitely the major power out of the countries in that region.  Plus, it doesn't really matter whether they have sole control or only parts of it, ships have to go through the WHOLE strait to get out the other end.  The area is just rife with problems.

It's not all that important, but I was just wondering if it would be possible to navigate through the WHOLE Malacca Strait only in Malaysian/Singaporan territorial waters (or only in Indonesian waters for that matter).

It might be, depending on the the depths, etc., as the maritime boundary between the two countries runs almost in the middle of the strait:

Law of the sea and piratical military?

I believe that free passage of shipping in straits such as Malacca are part of the Law of the Sea, to which Indonesia is a signatory, although they could object to very large tankers on safety or environmental grounds. On the other hand, there are recurrent rumors of cooperation between the pirates and the Indonesian military. These may be baseless, but given the assets they have, it should be possible to track boats that approach large ships. As always, the situation is as murky as the atmosphere with the big fires that cloud much of SE Asia!

Indonesia and vaccine negotiations

Would I be paranoid in thinking that if Indonesia, after stalling the world for months on the subject of samples sharing, could secure a mutually beneficial arrangement with a nation capable of producing human H5N1 vaccines in the very near future, then something would be badly afoot in Indonesia?

Back in April, Indonesia was in talks with Egypt re. the production of a human bf vaccine, so clearly they have been reaching out to all sorts of nations/companies over the past who-knows-how-long.  I haven't seen any more on these Indo-Egyptian negotiations since then....

JAKARTA, April 3 (Reuters) - Indonesia is looking to work with Egypt to produce a human bird flu vaccine, its trade minister said on Tuesday.

Indonesia is the hardest-hit country for human fatalities with 71 victims of the H5N1 virus strain confirmed so far. Egypt has recorded 32 human cases, 13 of them fatal, the highest figures for any country outside Asia.

"Indonesia and Egypt have bird flu cases. But Egypt has more advanced pharmaceutical experience and has produced a variety of vaccines. Thus, the possibility for cooperation is wide open," minister Mari Pangestu told a news conference after a meeting with an Egyptian trade delegation.

"Hopefully, the cooperation can produce a vaccine that is suitable for Indonesia."

The Egyptian delegation led by International Cooperation Minister Fayza Aboulnaga is in Jakarta for three days of talks.

Pangestu gave no details of the plan, but said cooperation in producing a human bird flu vaccine would be part of economic talks between the two countries....

Indonesia and Russia inked a billion-dollar arms deal Thursday during a visit by President Vladimir Putin that will see the world's fourth most populous nation snare a range of Moscow-financed hardware.  Under the agreement, Russia is providing a line of credit for Jakarta to use to buy its helicopters, tanks and submarines. The deal was among a slew of agreements, including on energy, mining and counter-terrorism, sealed during Putin's stop in Indonesia, the first by a Russian or Soviet leader in nearly five decades.

The Russian president, accompanied by a large delegation of energy, banking and weapons industry representatives, met with his Indonesian counterpart Susilo Bambang Yudhoyono for bilateral talks.  Yudhoyono told a press conference that the two nations' defence cooperation "will be improved in order to modernise our arms and military equipment for the navy, air force and army with a one-billion-dollar credit scheme."

The arms agreement follows Indonesia's signing of a deal to buy six Sukhoi-30 fighter planes at a Moscow airshow last month and is seen as a move to help it reduce its dependence on US weaponry.  Military relations between Jakarta and Washington have been improving after a long period in which they were suspended because of the Indonesian military's human rights record, but Jakarta has been pursuing a broader military strategy.

Defence minister Juwono Sudharsono, asked why Russian hardware was chosen, said that a deal with Moscow was less "politically complex" than with other nations. He noted that the British had acted to stop their equipment being used by the Indonesian military during the now resolved separatist conflict in Aceh.

Kusnanto Anggoro, a political and military affairs analyst with the Centre for Strategic International Studies said the deal was "a concrete move in diversifying our sources for military equipment."  About a third of the overall amount would go on equipping the Sukhoi planes and the remainder would go towards buying 22 helicopters, 20 amphibious tanks and two submarines, he said.

Yudhoyono also said the leaders wanted to see two-way trade boosted from almost 700 million dollars in 2006 to a billion dollars, while Russia would make a four billion dollar investment in the mining sector here.  He was referring to a deal between Indonesia's state nickel miner Antam and Russia's Rusal, who were to agree on setting up a joint venture that will manage a bauxite mining project in West Kalimantan on Borneo island.  Other deals on the table included an agreement between Indonesian state energy firm Pertamina and Russia's Lukoil for a 1.5-billion-dollar investment in deep water oil-and-gas exploration projects.

Putin said he was "glad to say that we are very happy and satisfied with the result of this visit."

The leader later addressed the Indonesia-Russia business forum and said that Russia was "ready to help" with Indonesia's controversial plan to build a nuclear reactor on earthquake-prone Java by 2016. 

Putin was to attend a banquet before flying to Sydney for the Asia-Pacific Economic Cooperation (APEC) summit. He is then due to fly to the United Arab Emirates.  The leader's tour is seen by analysts as part of a Kremlin strategy of expanding diplomatic influence in Asia and the Middle East.

Am I reading this right? If so, if their sequences on H5N1 are important enough to be collateral on billion dollar arms deals, then tptb are more afraid of bf then they are letting on, methinks.

I also find it 'interesting' that they are considering building a nuclear reactor in Indonesia, which just had 3 major quakes in less than 24 hours, and seems to have one exceeding 8.0 every couple of years now.  Are they crazy????

"There are no medicines that could be medically effective against bird flu disease.  The only method that is most effective is to prevent becoming infected," said Assistant Tatapraja Barat Sukarno, Jakarta, where the Pemkot teaches a wise theme. 

Barat plays a character as well in "We the Community Handling Increased Avian Influenza in the Jakarta Region" that is run by Jakarta Joint Public Relations and Protocol in the auditorium of Subdistrict Grogol Petamburan, Tuesday (11/9).  According to him, this disease has also happened in the Republic of Korea, Vietnam, Japan, Thailand, Cambodia, Taiwan, Laos, the Republic of China, Indonesia, and Pakistan.  It is believed that the virus source is derived from migratory birds that carry the bird infection.  Apart from this, he said, the source of the bird flu contagion that is still derived from bird is dangerous, because of the risk factors of bird flu contagion to humans.

"I appeal for society to detach chickens from their residences.  A healthy society is on the alert against and takes note of sick birds that suddenly die," he said. 

He warned, when one discovers a sick chicken or dead birds surrounding areas, to immediately report to RT/RW, Valley, Subdistrict Head, Community Health Center, or to local health and farming agencies. 

"As a deterrent to this bird flu disease, Pemprov DKI Jakarta has produced Government Regulation Number 2007 for 15 years.  In the rules arranged between other societies, it is forbidden to preserve birds like chicken, duck, entog, geese, virginity bird, and quail birds," stated H Sukarno.

Concerning the Kabag Jakarta Public Relations and Protocol, Barat Syarief says, these activities are held to inform the public about flu bird that this is still an issue in the middle of society (middle class?), not only in Indonesia, but also in some other countries.

"Up to now many in society still do not understand what, why, and how bird flu affects everyday life.  Consequently, many of society's perceptions offend that society's residents and so it is seldom that this case is even considered to be a serious problem to understand and not a wrong perception," said Syarief.

Indonesia to start producing Tamiflu

Denpasar (ANTARA News) - Indonesia will start producing oseltamivir (tamiflu) pills in an adquate amount this year in anticipation of the possibility of a further spread of the bird flu virus.

Coordinating Minister for People`s Welfare Aburizal Bakrie said here on Tuesday the drug would be produced in an adequate quantity so the country no longer needed to import it.

He made the statement after opening the Government of Indonesia Meeting with International Key Partners on Avian Influenza attended by 150 participants from 11 countries.

He said the authority to produce the anti-bird flu medicine was fully in the hands of the minister of health. "It is the minister of health who will designate the company that will produce the medicine," he said.

He hoped production of the medicine at home could be done well like producing generic medicines so that the price could be made as low as possible.

The pills would later be distributed to community health care centers across the country as well as to general hospitals in districts and provinces in anticipation of the possibility of a further spread of the disease.

The virus had so far affected 12 out of the country`s 33 provinces , including the tourist island of Bali.

The head of Bali`s health service, Dr Dewa Ketut Oka, said supply of anti-bird flu pills in Bali was adequate.(*)

Indonesia can now produce the antiviral drug, according to published reports, and the country will start making it as soon as it decides whether to get the raw materials from China or Korea, said Health Minister Siti Fadilah Supari.

"This means we can produce Tamiflu in our own factories," she told The AP.

"Tamiflu does not have patent protection in Indonesia," Roche spokesman Baschi Duerr said from the company's headquarters in Switzerland. "Indonesia is therefore free to produce Tamiflu as long as the product is distributed only in the domestic market."

Anton Apriyantono Menko Aburizal Bakrie menambahkan, kewenangan sepenuhnya dalam memproduksi obat anti flu burung dalam jumlah yang memadai diserahkan kepada Menteri Kesehatan. Seluruh laboratorium yang ada siaga untuk memprioritaskan pemeriksaan terhadap pasien yang diduga tertular virus H5N1, sehingga penanganan pasien dapat dilakukan secara cepat dan tepat, kata Sekretaris Propinsi (Sekprop) Bali I Nyoman Yasa di Denpasar, Rabu.

Ia mengatakan, sedikitnya ada tiga laboratorium yang siap siaga disamping sejumlah rumah sakit yang disiapkan sejak dini untuk melakukan perawatan khusus terhadap pasien diduga flu burung.

Ketiga laboratorium tersebut masing-masing Lab Mikrobiologi Fakultas Kedokteran Universitas Udayana, Lab Mikrobiologi RSUP Sanglah Denpasar dan laboratorium kesehatan daerah sebagai lab sub regional.

Tiga rumah sakit lainnya di Bali sejak tahun 2003 telah dirancang untuk mengantisipasi pasien flu burung. RSUP Sanglah Denpasar sebagai pusat rujuan dari Bali maupun Nusa Tenggara Barat (NTB).

Dua rumah sakit lainnya masing-masing RS Sanjiwani Gianyar dan Rumah Sakit Umum Tabanan yang siap memberikan pertolongan terhadap pasien yang mengalami gejala flu burung dan tidak tertutup kemungkinan jumlah RS itu ditambah.

Demikian pula seluruh dokter dan petugas pusat kesehatan masyarakat (Puskesmas) di Bali telah diberikan keterampilan serta obat-obatan dalam jumlah yang memadai, mengantisipasi kemungkinan warga sekitar terjangkit virus flu burung. "Gubernur Bali Dewa Beratha telah mengintruksikan petugas kesehatan untuk melakukan pengamatan pada daerah-darah tertular H5N1 unggas," ujar Nyoman Yasa.

Guna mencegah hal-hal tidak diinginkan, kepada masyarakat luas ia mengharapkan agar segera membawa keluarganya ke rumah sakit bila pada si penderita ditemukan gejala terinfeksi virus flu burung. "Indonesia menghadapi masalah besar. Jika tidak ditangani segera, kita akan terjebak pada masalah besar," terangnya dalam acara Government of Indonesia Meeting With International Key Partners on Avian Influenza and Pandemic Preparedness di Nusa Dua, Bali, kemarin.

Dia mengingatkan, penyebaran virus flu burung terhitung sangat cepat sehingga dikhawatirkan menimbulkan pandemi di sejumlah negara, termasuk Indonesia. Sebab, antara tahun 2003-2005, kasus flu burung hanya ditemukan di 15 negara. Namun, kini sudah berada di 60 negara. Data itu mengartikan, perluasan penyakit flu burung tidak mengenal batas negara.

Nabbaro mengakui, kematian akibat flu burung masih sedikit dibanding kematian akibat penyakit yang lain. Kupang: Badan PBB untuk masalah Anak-anak (Unicef) menyatakan akan membantu pemerintah dalam mencegah penyebaran virus flu burung (Avian Influenza) di wilayah Nusa Tenggara Timur (NTT). Pernyataan ini disampaikan Unicef menyusul ditetapkannya Kabupaten dan Kota Kupang sebagai daerah endemi flu burung.

Kepala Biro Humas Setda NTT Eduard Gana yang dihubungi di Kupang, Selasa (11/9) mengatakan, kerjasama dengan Uncef ini akan berlangsung sampai akhir 2010. Dalam program kemitraan ini akan dibentuk tim khusus yang bertugas merancang dan melaksanakan kegiatan pencegahan dan penanggulangan penyebaran virus flu burung. "Kondisi geografis NTT yang terdiri dari ratusan pulau dengan garis pantai yang panjang, berpeluang terjadi penyebaran virus mematikan itu," katanya.

Gubernur NTT Piet A Tallo sendiri telah mencanangkan sembilan langkah pencegahan virus flu burung yakni peningkatan biosekuriti secara ketat, depopulasi selektif di daerah tertular, vaksinasi, pengisian kembali, pembasmian di daerah tertular baru. Langkah lainnya yakni pengawasan lalu-lintas unggas, produk unggas, limbah peternakan unggas dan vaksin unggas, dan penelusuran dan peningkatan kesadaran masyarakat, serta pemantauan pelaporan dan evaluasi.

Sebelumnya, Kepala Dinas Kesehatan NTT Stef Bria Seran mengatakan, Kabupaten dan Kota Kupang dinyatakan sebagai dua wilayah di NTT yang dinyatakan wilayah endemi flu burung. Ini berdasarkan hasil uji laboratorium terhadap ternak unggas yang mati tahun 2004 lalu.

Powerful quake strikes Indonesia

JAKARTA, Indonesia (CNN) -- A strong earthquake measuring 7.9 in magnitude struck Wednesday near southern Indonesia, the U.S. Geological Survey said.

A tsunami watch was immediately issued for the area.

The earthquake, which struck Bengkulu province, Sumatra, has caused buildings to sway in Indonesia's capital city, Jakarta, the Associated Press reported.

Ken Navidad at the USGS in Denver said the tsunami centers in the Pacific and Alaska initially said two quakes, but he did not know why. He said his agency has measured only one.

Tsunami warning centers in Hawaii and Alaska said no tsunamis were expected in their areas.

JAKARTA -- Buildings collapsed in the Indonesian town of Mukomuko on the west coast of Sumatra Wednesday after a 7.9-magnitude quake struck, a policeman told local radio.

Budi Darmawan said that buildings of three storeys and higher had either collapsed or cracked in the town, which is located approximately 300 kilometres (180 miles) from the quake's epicentre.

Four had so far collapsed, he told ElShinta radio, after fleeing into the hills away from the coast.

Those with cracks are many, buildings of three floors or more are either fissured or collapsed," he said.

I tried searching for information on tsunamis but have not found a clear indication whether waves near the epic-center of the quake are likely to have a lower front than those at a greater distance.  The 2004 tsunami did cause extensive damage to Aceh, but I read at least one source (which I can't find now) that said that the initial 'tidal wave' experienced by the closest coastline was mild then.  Don't know if that is true.



All 'safety concerns' are hypothetical.  If not, they'd be called side effects...

I do know that there are other factors involved besides how close the quake is. 

The epicenter of the earthquake may not necessarily be the location of maximum vertical displacement of the seafloor.  So the true 'epicenter' for the tsunami can be removed from the epicenter from the quake.  With a quake as large as 8.4 (the latest measurement I've heard), the undersea fault may have ruptured for a couple hundred kilometers either way of the quake epicenter.  In the 9.2 they had in '04, the surface (sea floor) rupture zone was something like 1000km.  Incidentally, locations along the rupture zone will feel the quake very strongly.  So say you are on the rupture zone but 500km away from the quake, the shaking could be quite severe, almost as if the quake were underfoot.

Also, bathymetry (the steepness of the seafloor near shore) is important.  And locations near estuaries and mouths of bays may experience a much larger wave than more simple straight coastline.

Feelings about Indo

Since we've been paying so much attention to Indo, it's funny how this earthquake/tsunami feels like it's striking so close to home.  I feel as if it were somewhere much closer to where I live.  I hope things don't end up being too bad for everyone there.  They go through a lot.

I think the news you are providing to us on the earthquake and tsunami is important. These events affect the overall information we get out of Indonesia on the bird flu situation. We have less news due to the reporters concentrating on the earthquake and the Indo government gains both time and opportunity to avoid giving us any accurate accounting of suspect cases. It also alerts everyone to be especially vigiliant in searching for any "mystery illnesses", which are reported in these areas.

JAKARTA, Sept. 11 (Xinhua) -- Indonesia will start producing oseltamivir (tamiflu), an anti-bird flu medicine, in an adequate amount this year in anticipation of the possibility of a further spread of the bird flu virus, a senior official said on Tuesday.  The drug would be produced in an adequate quantity so the country no longer needed to import it, Antara news agency quoted Coordinating Minister for People's Welfare Aburizal Bakrie as saying in Denpasar, the capital city of Bali province. The minister made the statement after opening the Government of Indonesia Meeting with International Key Partners on Avian Influenza attended by 150 participants from 11 countries.  He hoped the production of the anti-bird flu medicine at home could be done well like producing generic medicines so that the price could be made as low as possible.

The pills would later be distributed to community health care centers across the country as well as to general hospitals in districts and provinces in anticipation of the possibility of a further spread of the disease. The virus had so far affected 12 out of the country's 33 provinces, including the tourist island of Bali.

JAKARTA (Reuters) - A powerful earthquake measuring 7.9 struck near Indonesia's Sumatra island on Wednesday triggering tsunami warnings across the region, officials said.  Indonesia's Global TV reported several buildings in Padang, the capital of West Sumatra had collapsed, while Metro TV reported that some buildings had caught fire. A Reuters witness said residents of Padang fled for higher ground.

Indonesia's Meteorological agency said via an sms alert that the earthquake's epicenter was 159 km (99 miles) southwest of Bengkulu, which is in south Sumatra. The head of the agency's seismology centre, Fauzi, said he had not received any report of a tsunami from the affected areas.

"But we have not withdrawn the tsunami alert until we are certain that the danger has passed," he said by telephone.
"It seems there is some damage but we don't know how serious it is."

Some residents of Singapore, Malaysia and Thailand also felt the quake, which struck at just after 6 p.m., and some buildings were evacuated.  Budi, a police chief in Bengkulu, said on Indonesia's Elshinta radio that he felt a strong quake. "People panicked and tried to save themselves," he said.

He added that he heard a report that a three-storey building had collapsed.  One resident in Bengkulu told Reuters it was difficult to assess the damage because there had been a blackout.

"There's a blackout. The quake was very strong and I rushed out of my house. I don't know if there's any damage because it's dark," Edi Santoni, 38, told Reuters by phone.

Widyastuti, a 23-year-old IT worker in Jakarta who was in one of Bank Indonesia's offices in central Jakarta, said: "After praying I felt the earthquake. I panicked, threw away my shoes and ran through the emergency exit."

Indonesia suffers frequent earthquakes, lying on an active seismic belt on part of the so-called Pacific "Ring of Fire".

TSUNAMI ALERTS

Malaysian authorities issued a tsunami warning for citizens to stay away from beaches. The alert was for four states fronting peninsular Malaysia's northwest coast, the same region hit by the 2004 Asian tsunami which also followed an Indonesian sub-sea quake.

"We are asking people to stay away from beaches," science ministry spokeswoman Ainon Mohd told Reuters when asked about the quake near Indonesia's Sumatra island.  "This not an evacuation. We are just telling people to stay away from the beaches," added Dr Mohd Rosaidi Cheabas, director of the Meteorology Department's seismological division.

The Indian National Centre for Ocean Information Services also issued a tsunami alert for the Andaman and Nicobar Islands but said no alert had been issued for the mainland yet after the earthquake in Indonesia.

"As yet there is no alert for the mainland," an official at the centre told Reuters.

I'm a little uneasy on the phrase 'viral materials', and to notice that that phrase is expressed separately from 'two samples'.  There may be nothing to it, but personally I will wait for official confirmation from WHO that they have actually received the full virus samples (ie not just fragments of degraded material) of good enough quality that they can analyze properly...

A group of international health experts has drafted a three-year program for Indonesia aimed at containing the spread of bird flu. The disease is now endemic among poultry there, and chickens are a common backyard feature in the country, which has suffered the highest number of human deaths from bird flu in the world. Chad Bouchard reports from Jakarta. About 150 participants from 11 countries have gathered in Bali to help Indonesia improve its bird flu control measures.

David Nabarro, the senior United Nations coordinator for avian and human influenza, says the group has drafted a three-year plan to help Indonesia stop the H5N1 bird-flu virus from spreading. He says the biggest challenge stems from people's close contact with chickens, which are common in private homes across Indonesia.

"One-point-five billion poultry, which seem to be suffering from quite large numbers of outbreaks of highly pathogenic avian influenza: that is clearly the big issue," Nabarro noted, "because it is ... bird flu in the birds that (is) then leading to humans getting H5N1 infection, and that is giving us the risk of the emergence of a pandemic virus. And we need a pretty intensive new drive in order to get it fully under control, and it will take probably a two- to three-year period."

The U.N. Food and Agriculture Organization is helping Indonesia establish community programs to make sure outbreaks of the virus among birds are reported as quickly as possible. John Weaver, the FAO senior adviser on bird flu in Indonesia, says the country has made small gains in reducing the number of human infections during the past year.  He says the key to controlling the disease is keeping people away from sick birds.

"The problem is that the disease is so entrenched that we have got a real endemic situation. So what we need to do is identify and then knock out these risk pathways," he said.

I mention it because although Muslims fast during the day during Ramadan, in many countries there are nightly 'feasts' [Iftar] where (extended?) families get together to break their fast:

In Indonesia Iftar is called "buka" which means "to open". Markets sell various foods for Iftar, including the date palm which is popular as well Indonesian unique food and drink such as kolak. Most of them are only found easily in Ramadan. Maghrib time is marked by beduk, a traditional Indonesian drum. Traffic jams often occur leading up to Maghrib time. Sometimes people invite groups of orphans to eat with them. After Iftar people go to the mosque for Isha and Tarawih prayer which, in Indonesia, is often accompanied by a sermon.

The title of the story makes it sound like they are putting in a whole new lab solely devoted to testing for flu burung, but I read nothing in the text about it. I assumed from the title that they were putting in a lab capable of PCR testing, but reading the text, I don't think so. They must be just talking about ordinary blood tests.

International health officials want to know what Indonesia is doing to stop the spread of avian influenza, which has claimed 85 human lives there and shows little sign of slowing. As Chad Bouchard reports for VOA from Jakarta, Indonesian officials are defending their efforts.
 
Officials from the United Nations' Avian and Human Influenza program are in Bali for a two-day meeting with the Indonesian government. They are assessing ways to improve the country's programs to prevent bird flu from spreading.
 
Indonesia's head of the National Bird Flu Committee, Bayu Krisnamurthi, says officials have are getting better at quickly detecting human outbreaks of the virus.
 
"We already tripled the units for surveillance in Indonesia, so the components of surveillance is becoming more and more complete," said Bayu. "It's not yet perfect for all of Indonesia, but at least we made some progress."
 
Avian influenza is endemic in birds globally. The most worrisome strain of the bird flu is the H5N1 virus, which has caused the greatest number of human cases and fatalities since the most recent outbreak began in Asia in 2003. More than 50 percent of people who have gotten sick with this type of bird flu have died.
 
Most human infections come from contact with sick fowl or their feces. In Indonesia there is greater worry of transmission to humans who live in close proximity to millions of backyard chickens.

Scientists fear that it is just a matter of time before the virus mutates into a form easily transmissible between humans.
 
On Monday, the World Health Organization warned a flu pandemic was inevitable, and cautioned against complacency among public health and disaster preparedness officials world wide.

The group in Bali is expected to establish a new set of guidelines for Indonesia on Wednesday.

I have to admit I never thought my 'acid' comments on Indo's wish to cooperate with Russia would lead to such a lively discussion :). I want to thank you all, because I have learnt so much reading the above! It has been very helpful to bring together bits and pieces that were in my mind, but completely jumbled and found difficult to sort. My perspective on Indo politics is now widened, and I will try to take a higher bird's eye view (lol) of the situation in the future. Our FW hive-mind is definitely the most appropriate way of tackling some of the world's greater issues such as BF.

NUSA DUA (BALI) - INDONESIA yesterday pledged to work closely with other countries to bring the deadly avian flu under control to prevent it from spreading beyond its borders into a pandemic that could threaten the world.

Dr Bayu Krisnamurthi, the head of the government's bird flu panel, said that Indonesia will restructure its poultry industry and step up public awareness campaigns as part of its plans to curb the virus which has killed 85 Indonesians.

Speaking at the end of a two-day meeting with key international partners here, he said: 'We are acutely aware that the eyes of the world are on Indonesia right now.  :wink: The threat of a global pandemic is a real one.'

Officials from Japan and the European Union, as well as representatives of international aid groups such as Unicef, the United States Agency for International Development, the Australian Agency for International Development and the World Bank, were among those at the closed-door meeting.

'It is vital that we develop our international partnership in order to combat this threat,' said Dr Bayu, who is the chief executive of the National Committee for Avian Influenza Control and Pandemic Influenza Preparedness.

United Nations systems coordinator for bird flu David Nabarro said: 'What Indonesia is doing to fight avian influenza is vital to the people of our world. We have to succeed.'  He said that Indonesia had a difficult task ahead in controlling the spread of the H5N1 virus which was endemic in its poultry population.  'That's why I keep coming back to Indonesia...my fourth time now...because Indonesia is facing a major problem with virus in poultry,' Dr Nabarro said.

Since the first human deaths from bird flu in Indonesia were recorded in July 2005, the casualty figures have continued to rise. The Indonesian government has been criticised by other countries in the region and the world for not doing enough to fight the virus.

The country has suffered the most bird flu deaths worldwide and the virus has infected 106 people, including those who died.

Jakarta (VNA) - The US will provide 25 million USD to support Indonesia's national bird flu prevention strategy for the 2006-08 period, the US Embassy in Jakarta announced.

The funding will be used to support Indonesia in the control of bird flu-causing substances in poultry, the control of epidemiology of bird flu both in humans and poultry, as well as prevention measures of the spread of bird flu in the islands of Java and Bali and the province of North Sumatra.

Am I to believe that since September 10th, there have not been any new suspected cases entering RS Sanglah?

RI to get $15 million from Japan to fight bird flu

Jakarta (ANTARA News) - Indonesia is to receive a Japanese grant worth US$15 million for its avian influenza eradication program, an Indonesian official said.

Japanese Ambassador to Indonesia Shin Ebihara and the Foreign Affairs Ministry`s director general for Asia Pacific and Africa, Primo Alui Joelianto, signed a memorandum of understanding on the grant here Thursday.

"We don`t know yet when the grant will be available as the MoU is only to show the Japanese government`s commitment to realizing the scheme," Primo said.

The signing of the agreement was a follow-up to a visit of Japanese Prime Minister Shinzo Abe to Jakarta on August 20 or almost a month before he announced his resignation on September 12.

At a meeting with President Susilo Bambang Yudhoyono, Abe said the grant would be used to build and empower Indonesia`s Disease Investigation Centers (DICs).

Indonesia is planning to use the funds to renovate two DICs in Medan (North Sumatra) and Lampung as well as to build a new DIC in Subang (West Java).

Abe said the Japanese government would also provide technical assistance for the DICs.

As per September 6, 2007 as many as 85 people in Indonesia have died of bird flu.

Meanwhile, a minister at the Japanese Embassy in Jakarta , Ken Okaniwa, said Japan would continue to support Indonesia`s efforts to fight bird flu despite Abe`s plan to step down.

Since 2004 Japan has provided many countries, including Indonesia, with more than $222 million channeled through the World Health Organization and the Food and Agriculture Organization as well as regional bodies in Asia to fight bird flu. (*)

Hybrid or not, I find it creepy that they are going to raise young chickens

in public buildings (schools??!!). Are they absolutely certain these chickens are not going to catch bf? Do they think isolating them from the rest of the area will do the trick? Uh, what was the name of that British Turkey farm again? BF has been carried to carefully isolated and caged poultry time and again in the past, apparently by wild birds or vectors unknown. Why would anyone think it was safe to raise chickens around children in a public school, if this indeed is the plan, in a country where bf is endemic ???.

Always have a plan B.

Dengue fever patients are died

The dead patient of dengue fever in East Jakarta is increase up two people and become 15 patients. Those patients are coming from Pasar Rebo and Cakung Sub-district. Based on East Jakarta Sub-Dept. of Community Health up to Thursday (13/9), there are 8,823 of dengue fever patients. The highest case happens in Duren Sawit by 1,597 cases and 1 died. Second up to last places are Cakung by 1,145 cases and 1 died, Kramatjati 1,113 cases and 5 died, Jatinegara 1,087 cases and 1 died, Pulo Gadung 802 cases, Ciracas 730 cases and 1 died, Cipayung 628 cases, Makasar 612 cases, Matraman 586 cases and 1 died, and Pasar Rebo 523 cases and 4 died.

Jakarta - Quake that rather strong shake Bengkulu make a number of buildings experience crack that quite serious.  Region General Hospital Dr M Yunus also damaged.

As a consequence, all patients being treated must be evacuated to emergency tents in front of aforementioned hospital.

"The hospital could not be used because seriously damaged.  We are concentrating here," said Kapolres Bengkulu Kota AKBP Sutardjo to Detikcom, Thursday (13/9/2007) 10:00 WIB.

According to Kapolres, several buildings that damaged seriously other hospitals namely SMU St Carolus, several mosques and government buildings in downtown area.

"But that most serious hospital, as far as patients therefore could not be treated inside," he said.
