Petition to the Honorable Tom Harkin

by: History Lover

Sat Sep 29, 2007 at 17:26:57 PM EDT

(for visibility and action! - promoted by MaMa)

A group of us, bgw in MT, Carol@SC, Southernblueneck, and myself have written a petition to the Honorable Tom Harkin, Chairman of the Senate Subcommittee on Appropriations, Labor, Health and Human Services, Education and Related Agencies.
History Lover :: Petition to the Honorable Tom Harkin
We are hoping to secure at least 1,000 signatures for this petition which will be e-mailed to Senator Harkin and to each member of the Committee (15 Senators in all).  We will then follow up with printed copies which I hope will be personally delivered to Senator Harkin.  This petition is not sponsored by this website.

If you decide to sign, your name will not be displayed, only the number of signatures.  Zip codes and comments are optional.

If you've ever thought "I wish I could do something"
here is a "something you can do" that requires a minimal investment of time.

Thank you History Lover for your time and hard work in coordinating this effort.

thank you
It's well-written, respectful, to the point, and gives clear suggestions as to exactly what they should do.

All 'safety concerns' are hypothetical.  If not, they'd be called side effects...

excerpt from the petition
We believe that despite all the good work that has been accomplished by this Committee, there is much that needs to be done. First and foremost, American citizens need to be informed by public officials as to the depth and breadth of this upcoming event.

Therefore we ask that the Committee commit to the following:

  1. Request from all agencies under the jurisdiction of the Committee a detailed program for promoting, teaching, and publicizing individual and family pandemic preparedness.

  2. Appropriate funds for all above agencies for the purposes of promoting, teaching, and publicizing the unique nature of a severe influenza pandemic as opposed to other disasters and the necessity to have family preparations for two to three months or more. In order to reach the largest number of citizens, this promotion should be publicized through varied media resources, including television and radio PSAs, newspaper articles, posters, community seminars, and mailings.

  3. Appropriate funds to set up a 20-member Citizen's Advisory Committee who will meet with the Committee a minimum of twice yearly to present their recommendations concerning Influenza Pandemic issues. This committee should be comprised of private citizens who are not employed by federal, state, county, or local government agencies, with the exception of first responders, teachers, and health care workers at the non-administrative level. Each Senator will appoint one person. The entire Committee will then appoint three additional members to be chosen from the various flu websites such as, but not limited to, Plan for Pandemic, Current Event's Flu Clinic, Pandemic Flu Information, Flutrackers, and Flu Wiki. The two remaining two would be chosen from border cities, one city that is contiguous with Canada and the other bordering Mexico.

We ask that the Committee implement and include appropriations for these recommendations during the coming year.

has this been posted

"If you decide to sign, your name will not be displayed"-
Zip codes and comments are optional.--

Will zip codes and comments be displayed?  Do I have this right, that we sign with our real names, but nobody sees them until it's printed out for the committee?

"The truth does not change according to our ability to stomach it."  Flannery O'Connor

for it to be taken seriously it has to have real names

[ Parent ]
Displayed or sent to Congress?
Names are usually not displayed on the internet.  Too easy to grab and use.

Names are often included in newspaper ad petitions, but since they are only hard copy, it usually is not too burdensome (though when you sign, it is clear you are agreeing to have your name used in print.)

Names are almost always given via hard copy to the member of Congress to whom the petition is being sent.

So the answer may depend on the question.

Jane, I'm not sure.
I've never done this before so I really don't know how this thing will look.  I had options to choose, and because people value their privacy, I chose for names not to be
shown.  I also thought it would be good to include the zip codes, because that way the Committee members can see that this is a nationwide effort.

Flu Forums.
I am hoping that people who are registered with other flu forums will post this petition on their respective forums.  We certainly need visibility in this issue and as many signatures as possible.

I truly believe that however much the federal, state, and local governments have done in regards to pandemic preparations, the issues of family and individual prepping, sheltering-in-place, and social distancing have truly been a "people's issue."  We are the ones who have the most knowledge about the preparation and storage of food, water treatment, alternative energy resources, home healthcare treatment, even how to do your laundry without power. We have debated endless different scenarios to help us cope with all sorts of contingencies before, during, and after a pandemic, and we have helped each other with ideas on how to keep family members, especially children, safe and mentally healthy during this crisis.

This is a classic grassroots, populist movement.

"I am opposed to any form of tyranny over the mind of man."  Thomas Jefferson

A big thanks to those who were a part of this.
I'm sorry, I should have mentioned this earlier and first, but I am just having my first cup of coffee.

This was a team effort.  Bgw in Mt, Southernblueneck, and Carol@SC were all involved in this petition writing process.  We shared ideas, edited the drafts, and discussed every tiny detail, because we wanted something that represents us and all those who sign to be sincere and convincing.  So please, when you are giving out compliments, remember Bgw,Southernblueneck, and Carol@SC.

This is the season for politics and people with clipboards asking for signatures
to get someone on the ballot or do something about global warming.  I wonder if we could get some signatures by standing outside a supermarket for a while.  We should have copies of the petition and some other handouts with links (and maybe graphs?) for those who will stop and listen.

I'm trying to imagine doing it.  Maybe in another town?  I'm not sure right now...

we can build such a handout, can't we? and the "in another town" idea is just great! it needn't be a far-off town!

[ Parent ]
Currently there are 46 signatures.
If we want to make a difference and send a message to Congress, we will need much more than 46 signatures.  I urge everyone to sign this petition and introduce a dialogue with Congress about this issue.  In addition, if everyone could then convince one or two or even ten more people to sign, this document would get the attention of our Representatives.

If people do not like this petition, then I urge someone else to write one, and I will support it 100%.

Hi,

I like the fact that I can add my comment.

"My comment is those who are prepared suffer less than those who are not. Even if H5N1 does not happen this year, you will help us be better prepared. "

Along with the flu blogs people may want to pass this along to those interested folks who do not post on blogs.

Polotics can be such a slow and cumbersome way to get things done but it is one more step.

Most welcome.
We finaly found a use for Second Life at work - IBM has had a couple of meet & greet with tech writers of Red Books.

Red Books are the documented exploits of non IBM folk installing and using real IBM software or hardware.

While IBM documentation is good and open to review there is still nothing as good as the exeriance of someone who has done it before.

Anyway IBM set up a meeting where you talk with some of the authors.

Might be a suggestion for HHS or others.

The draw back is that, like in life, once the words leave your lips they are gone - possibly only kept in the minds who heard you.

Here on Fluwiki anyone can paruse our holdings at a time of their choosing. Web casts can be reviewed as well. Not so in Second Life.

BTW - so far it looks like the list of who signed the petittion is confidential. Do keep track of if you signed yet or not :o)

At last count there were 76 signatures.
I know there are hundreds of people registered at the various flu forums.  It seems that we should have far more than 76 at this point.  What can we get the word out to people?  I'm printing the petition and carrying it around with me to ask people to sign.  I have had family members sign, and they are asking friends.  Any suggestions?  I feel like we have a very small window of opportunity here to get the momentum going.

"I am opposed to any form of tyranny over the mind of man."  Thomas Jefferson

how are pen-to-paper signatures centralised?

[ Parent ]
I'm not really sure, lugon.
I am going to print a page where people can sign their names, addresses, zip codes.  I think that should be sufficient.

We also had a discussion at PFI about whether or not to allow children to sign.  My first impression is that it should be limited to 18 years and older, but I think it is a good idea for parents to put in comments about and from their children.  Our representatives should know that some children are aware of what can happen during a pandemic and are participating in prepping for it.

What other sites is the petition on?
Can we keep a list of where it has already been posted and also a list of where it should be posted.

Various members here could post and comment on it to generate publicity.

We could also comb back through studies and articles on pandemic preparedness, identify the groups not included in Flublogia and add them to our target list (risk mgrs, public health assoc.). Sometimes there are even email addresses for comments or questions on articles.  Sending a link and copy of the diary as an FYI might help this petition go viral.

Someone creative could go you-tube on it.

Emailing the diary and link to those who you know are interested with a request to pass it along is another way political petitions get signatures.

What's your target deadline?  Urgency always helps generate action.

Right now I only know of PFI.
Someone just e-mailed me with a list of other sites, Plan for Pandemic, Scott McPherson's Website, and Daily Kos.  I just registered for Plan for Pandemic but can't get on yet.  I e-mailed Scott McPherson and asked him to include it in his forum.  I don't know anything about the Daily Kos.  I know there is a "Flutrackers" also, but I'm not registered there.  If any of you are registered at any of these sites, would you please post the petition link there?

I just heard from my cousin who says her daughters are now passing the petition around at work.

ITT and lugon, thanks so much for your support.

i envision a feedback loop - maybe bloggers and msm can help
so could we kindly suggest, and help them do so, to put a logo for this, so that people will be able to link to the petition from their blogs?

We would link either to http://newfluwiki2.c... or to http://www.petitiono...

The logo can't be fluwiki's.  It could be a no-letters version of Urdar's, maybe?  Logos here: http://www.newfluwik...  and here: http://www.newfluwik...  Or maybe just a cut-off section with the bird landing?

The idea of families prepared must get a catchy (sorry) symbol.  http://www.readync.o... is not outraging enough if you ask me.

It is both quick and painless.
If you don't use your voice you will never be heard.  With your voice, our message will get through.  It is as simple as that.

You don't need to register here to sign up there - so everyone is welcome.

We either bring ordinary folk into this discussion or the things that need doing will not get done.

Here's the deal:  Effective community mitigation may reduce pandemic fatalities by 50 to 70%.

If we had a drug that would do that, wouldn't you sign a petition to Congress asking them to make sure it was available?

This petition asks Congress to act now to make sure Community Mitigation can be as successful as possible.

I would wait a good bit longer
I've been watching the "Get the Lead Out: No More Toxic Toys" petition sponsored by www.momsrising.org and it's been open at least a month, maybe more like 6 weeks.

These things take time!  And the awareness is great too -- for every person who signs, there are 4 more (or many more) who read but don't bother signing -- but they REMEMBER that it came up as a political issue -- and now the next time they hear something about it, the issue will have more validity in their minds.

also true
if people start doing chain emails.  Like send this to 4 other people that you know, etc.  THAT takes more time but has the potential to snowball.

My son's para got 10 signatures at school.
I left a copy of the petition and a signature sheet with my son's paraprofessional at school so that he could sign it.  He handed it around to different paras, teachers, therapists, etc. and got ten signatures in one day.  He wanted to keep it to show to others and get more signatures.  I am seeing more interest this year in the issue of a pandemic than I did last year.  I think it is because so many people are hearing things in the news, but they really don't know what it means.  I think that a lot of moms here could have luck talking to other moms or teachers at this point.  They seem to be very receptive.

The total number of signatures for the petition is now at 200.
From the two on-line websites, the total number is 181.  My son's para has collected about 20 signatures at his high school.  If anyone is going to a church social or a school meeting, these are great places to spread the word and ask for signatures.  I have found that people are actually more curious and want more information than they did last year at this time.

Please folks, sign the petition!
I see lots of people commenting on the inaction of the Federal Government to educate the public on preparing for a pandemic. What starts at the top will trickle down to State and local governments too. Now is your chance to make a difference on this issue. We are counting on all of you to stand up and have your voices heard. PLEASE SIGN THE PETITION NOW! Thank you.

I'm trying to decide where to go for signatures (not in my town).  I printed up a petition as it is, so people could sign it, and another petition with some links so I could copy it and give out copies so people could sign it online at home.  Then I thought so long as I was giving out copies, I should give out some information, not just links.  I wrote less than a page, but now I'm hoping there aren't any errors in it.  It's in my new sandbox page if anyone wants to give me feedback.

Jane,
I've looked at what you call your sandbox page and it's a great way to tell it, with almost no numbers and a very clear and close-to-home explanation of JIT (if my opinion counts, as we're all knowledge-rich in this area and can't know what it's like to be a "newbie").

Bravo.

And you raise an interesting topic: how can we gather signatures not in my town?  Do we need an entity able to spit out paper for people to sign it?  Or is there one somewhere?

It would have to be in November, before Thanksgiving, I think.
There isn't enough left of October, is there?  Maybe it could coincide with the delivery of the petition?  Or better, the publicity for the panflu week could include the url for the petition so people new to the issue would have the chance to sign it.

Time seems to speed up the closer we get to Christmas, so it probably isn't a good idea to put it off too far into the future.
