Denpasar. Authorities in Bali closed down the Satria Poultry Market in Denpasar on Friday after several chickens there tested positive for bird flu, days after the resort island recorded the country's seventh human death this year from the infectious disease.

Anak Agung Gede Bayu Bramasta, the head of the Denpasar livestock agency, said the market would remain closed for at least three weeks.

"It will only be allowed to reopen once it has been completely cleaned up," he said.

Bramasta said health inspectors had found at least four chickens being sold there that tested positive for the H5N1 strain of flu virus, prompting the 242 other chickens there to be culled.

Livestock officials also used disinfectant to hose down poultry stalls at Kumbasari Market to prevent the spread of the virus.

Wayan Sukanadi, the head of the livestock agency's bird flu response team, said most of the poultry being sold in markets across Denpasar had been brought into the island from East Java.

He said the suppliers were flouting a 2005 gubernatorial decree prohibiting the transport of all poultry into Bali, which was specifically issued to tackle with the global bird flu outbreak of the time.

Some traders at Satria market told the Jakarta Globe they got their birds from Jember and Probolinggo districts in East Java, but claimed ignorance of the gubernatorial decree.

Ketut Gita, a trader, said it was actually quite easy to bring chickens in from Java.

"There's usually two shipments a day," he said.

"Maybe that's because the port officials, particularly at Gilimanuk, are being bribed. But at Padangbai it's very difficult to bring in chickens."

Earlier this month, officials at the Gilimanuk quarantine office culled hundreds of chickens being smuggled in the cargo bay of a bus from East Java. Several of the chickens tested positive for bird flu. The suppliers have still not been identified.

Putu Sumantra, the head of the provincial livestock agency, said officials were tightening controls at Gilimanuk and other key ports.

"But these are smugglers we're dealing with, they're always a step ahead," he said.

"We can clamp down on Gilimanuk, but they'll just come in through small fishing ports."

The latest bird flu scare follows confirmation from health officials that an 8-year-old boy died from the disease on Tuesday.

His death is the seventh in the country this year from H5N1, and the second in Bali. One fatality has been confirmed on neighboring Lombok, with one each in Bengkulu and Tangerang and two in Jakarta.

There were only nine confirmed bird flu deaths through all of last year.

Riau boy: 157th bird flu fatality

A two-year old boy, identified only as MAF, died from bird flu last Friday in a state hospital in Riau, the Health Ministry has confirmed.

A ministry team has investigated the boy's neighborhood and found that he may have had contact with quails' eggs because his parents sold them, the ministry's directorate general for disease control and environmental health said in a press statement released on Tuesday night.

The boy, a resident of Siak in Pekanbaru, was brought to a private clinic on April 20 after developing a fever on April 17, the statement said.

He was then rushed to a private hospital on the night of April 20 because his condition had not improved, it said.
On April 21, he was treated in another hospital identified only as EB, where doctors reported the case to the Riau Health Agency's post command. He was referred to a state hospital, identified only as AA.

"[The boy's] condition deteriorated and he died on April 27 at 11:45 p.m. at Hospital AA," the statement said.
The total number of bird flu cases since 2005 now stands at 189, with 157 fatalities after the latest case.
Director general Dr. Tjandra Yoga Aditama has reported the latest case to the World Health Organization, the statement said.

Indonesian Health Minister dies
The Indonesian Health Minister, Endang Rahayu Sedyaningsih, has died of lung cancer, five days after she tendered her resignation.

She was 57.

The director of the Jakarta hospital, Professor Akmal Taher, said Mrs Endang will be buried tomorrow.

''Mrs Endang died at 11:41am from lung cancer, which had reached the last stage,'' he told reporters.

Last Thursday, she tendered her resignation to President Susilo Bambang Yudhoyono to concentrate on her medical treatment.

Jakarta, PelitaOnline -  Disease Bird Flu ( Avian Influenza/ AI) that infect humans is a disease that could potentially cause outbreaks (outbreaks) and pandemics. Since the first reported in July 2005, the cumulative number of AI cases reached 189 with 157 deaths.

In anticipation of potential AI pandemic, says Dr. Rita, Indonesia has developed 10 National Avian Influenza Strategic Plan. The ten strategies, among others, Controlling  highly pathogenic avian influenza  (HPAI) in animals; Management FB cases in humans, protection of high risk groups; epidemiological surveillance in animals and humans; Restructuring the poultry system; risk communication, education and public awareness; Reinforcement regulatory support; increased capacity;

The study examined the follow; as well as monitoring and evaluation. the European Union also supports Indonesia in implementing the measures of national strategic plans for AI during the period 2007-2011 through the  Program Implementing the National Strategic Plan for Avian Influenza  (INSPAI) by focusing on strengthening case management and infection control, surveillance, healthy market program and risk communication, and enhance understanding of AI through research.

dr. Nafsiah Mboi, Sp.A, MPH is a pediatrician who is also Public Health experts who have been educated in Indonesia, Europe and America. She has long experience as a Civil Service career in the Department of Health (1964-1998), as a member of the House of Representatives (1992-1997), and employees of the United Nations (1999-2002) precisely when she was Director of the Department of Gender and Women's Health in the World Central Health Organization in Geneva, Switzerland.

dr. Nafsiah Mboi, Sp.A, MPH was born in Sengkang, South Sulawesi, July 14, 1940 is a graduate of the Faculty of Medicine Pediatric Specialties, University of Indonesia, 1971. JAKARTA, Tribune - House of Representatives Commission IX will ask the alleged corruption of bird flu vaccine project to the Minister of Health Nafsiah Mboi in a meeting on Monday (6/25/2012). They will also be asked about condom use campaign.

"We're going to ask why there could be corruption in the project," said Chairman of the Commission IX, Rebecca Tjiptaning, in the Parliament Building, Jakarta, Thursday (06/21/2012).

Rebekah told, actually since the beginning of the House of Representatives Commission IX has always rejected the proposed plan to build bird flu vaccine factory. Surprisingly, the government is continuing to build its plant in spite of the budget was approved by Parliament.

Reason for disapproval, most legislators do not believe that bird flu is a scary disease. Furthermore, the Government proposes that the development budget must still be given by reason of national emergency.

With these conditions, continued Rebekah, the government could withdraw its budget and not have to be discussed and approved by the House of Representatives Commission IX. "We continue to reject it. I say it means a disaster emergency. So I refused," said Rebekah.

Rebekah said he did not know the process so that the budget is approved as a member of the PDI-P faction are following the Party Congress in Bali, April 2010. "Yes, because we do not participate, what can we do," he said.

Indonesia's Corruption Eradication Commission (KPK) has turned its attention to the construction of an avian flu vaccine factory in the latest development in the anti-graft body's ever-expanding investigation into corruption allegations surrounding graft convict Muhammad Nazaruddin.  Anugrah Nusantara was awarded a Rp 1.3 trillion ($137.8 million) contract to build the vaccine factory. Nazaruddin reportedly had a 30 percent stake in the construction company. The project broke ground in 2008 and just recently wrapped up, Bambang Widjojanto, deputy chairman of KPK, said on Friday.  

"The KPK is still investigating it, the process is ongoing," Bambang said.

TEMPO.CO , Washington - A new study suggests the possibility of H5N1 bird flu virus to spread from human to human through the air. Bird flu virus is known to develop in nature.study looked at five previously identified mutations in a controversial study of bird flu, which was published in the journals Nature andScience . 

The study, led by Yoshihiro Kawaoka of the University of Wisconsin and Ron Fouchier of the Erasmus Medical Center in Rotterdam, the Netherlands, saw a great chance of bird flu spreading from human to human. In this study, the researchers experimented with a strain of bird flu to show mutations that are necessary for to develop into infectious virus among mammals. They reveal, with only five mutations (amino acid substitution), or four mutations plusreassortment, bird flu can be transmitted between mammals - and potentially humans. 

Currently bird flu can be transmitted from birds to humans, but not from human to human. federal officials initially sought to withhold publication of the journal study, based on fears of bioterrorism.But relented after an independent panel of experts determines there is no threat to public health.

In an accompanying study, led by Professor Derek Smith and Dr. Colin Russell at Cambridge University, researchers analyzed all the available surveillance data on H5N1 bird flu virus in 15 years last.They found two of the five mutations required to make bird flu transmitted between mammals have occurred in many strains of bird flu that exist in nature. The researchers also said that, not only that, but a large number of strains of the virus has changed from the mutation. 

"The virus that has two mutations are common in birds, which means that only three additional mutations in the human to be infectious," Russell said in a statement released. The next question is, "Is three a lot, or a little?" 

The researchers used a model math of how viruses replicate and evolve in mammals to look at factors that would increase the likelihood of the three mutations that occur spontaneously in nature. According to the model, the virus can replicate billions of times, sometimes it is not perfect, causing random mutations. Positive selection may favor some of these mutations if they help the virus to adapt to mammals, and spread. 

A long period of infection may also increase the possibility of developing a virus, because the longer a person is infected, the more the virus replicates and accumulate mutations. 

According to the researchers, it is also possible that there are other mutations that are not identified by Foucheir and Kawaoka, which can act as a functional replacement for the remaining three mutations.

Department of Agriculture United States continues to conduct surveillance for traces of H5N1 in chickens. So far, there have been reports in the United States of any cases of H5N1 in humans. The Cambridge researchers recommend continued surveillance of bird flu virus, especially in regions where mutations are required for transmission to humans has occurred. They also called for additional studies and in-depth about the bird flu virus to identify other mutations that may play a role in transmission from human to human. CNN | TRIP B Other News:

Jakarta, Indonesia:  Indonesian Health Minister Nafsiah Mboi said on Monday the country is attempting to produce sufficient bird flu vaccine, Xinhua news agency reported.  The minister said although H5N1 virus attacks had eased recently, the country needs to remain alert to possible risk as the virus has killed seven people in the country in 2012.  She said thousands of vaccines had been produced so far and Indonesia needs more than 50,000 units vaccine in case a pandemic occurs and to assist foreign countries as well.

"Production of the flu vaccine has been done in Bandung (capital of West Java province).  We must be ready when an outbreak takes place," Nafsiah said.

Indonesia was hit hardest by the bird (flu) virus since 2005 but cases have eased significantly.  It reemerged last year and claimed the lives of nine people.

Netherlands:  Researchers from the Erasmus Medical Center in the Netherlands, Prof.  Ron Fouchier, describes a mutation in the journal Science about the dangerous H5N1 bird flu virus.  These new findings indicate the H5N1 virus is easily transmitted to humans through the air.  According to LIPI researcher, Dr.  David M.  Prawiradilaga, in Indonesia there has been no news about the development of virus mutations.

"Depending on weather and environmental conditions, (these) conditions also affect bird health," Dewi told VIVAnews on Tuesday, June 26, 2012.

David explains the different impact of bird flu virus in wild birds and farm birds.  Wild birds are still heterogeneous, while the farms have been selected so that the birds are relatively similar.

Indonesian Girl Dies of Bird Flu

Jakarta, Indonesia:  An 8-year-old Indonesian girl has died from the H5N1 bird flu virus, health officials said Thursday.  The girl, identified as K.K., fell ill June 18, six days after carrying home five recently butchered chickens from the Karawang Market in West Java, Indonesia's Antara news agency reported.  Tjandra Yoga Aditama, director general of disease control and environmental health at the Indonesian Health Ministry, said it's likely she contracted the disease at the market.

"She was in contact with live poultry," Tjandra said.  "She went to the market with her father and sibling and bought five live animals.  She chose to hold the chickens after they have been killed."

The girl first became ill during a trip to Singapore.  A doctor there diagnosed her with laryngitis, Tjandra said.  By June 24 she was admitted to a hospital in Jakarta with a high fever, persistent cough and nausea.  Doctors believed she had pneumonia, Antara reported.  K.K. tested positive for the H5N1 virus June 29.  

"Her condition got worse and on July 3, 2012 at 22.45 she died," Tjandra said.

Jakarta, Indonesia:  Indonesia's Research and Technology Minister Gusti Muhammad Hatta said on Thursday the country's state-run medicine firm PT Bio Farma will commence mass production of prophylactic vaccine for the bird flu virus by 2013, local media reported.

"We are glad for this breakthrough. The bird flu vaccine will soon be produced on a large scale," he said in Makassar South Sulawesi.

Gusti said tests on the bird flu vaccine for infants and elementary school-aged children have been carried out.

"We know that every year a minimum of 5-7 million vaccines for infants and school-age children are purchased from abroad, which costs the country a lot. Therefore, we have been constantly making efforts for the vaccine to be produced in the country," he said, quoted by the Antara news agency.

The ministry has also established a consortium of research centers, which are focusing on developing vaccines against hepatitis B and C, he added.  The production of the locally-made bird flu vaccine resulted from good coordination between seven agencies under the ministry's supervision, the minister said, adding that the Indonesian Institute of Sciences and the National Nuclear Energy Agency were also provided much assistance towards the production of the vaccine.

Meanwhile, a senior official at the health ministry said on Thursday that an eight-year-old girl died from bird flu on Tuesday.  The girl from Karawang, West Java, often walked past the market 's live stock and bird pens on her way to school, said Tjandra Yoga Aditama, director general of disease control and environmental health at the ministry.

Victims of bird flu in Indonesia increased again

An eight-year-old girl from Karachi, West Java, died of bird flu (H5N1).

The death of a child named KK had been confirmed by the Directorate General of Disease Control and Environmental Health Ministry of Health through a press release posted on their official website

Based on data from the Ministry of Health, KK died at a hospital in West Jakarta on July 3, 2012.
On June 18 he had a fever while in Singapore. Doctor's diagnosis when it is strep throat. But after returning to the village home in Karachi, fever and even worse on June 26 he was brought to Jakarta for further treatment.

The results showed it was likely infected with bird flu and H5N1 positive confirmed by the results of the sample by the Research and Development (BTDK).
His condition deteriorated and died on July 3, 2012 at 22:45 pm.

KK suspected bird flu infected through contact with poultry.
According to the family, on June 12 he went to the market with his father and brother, bought 5 chickens alive. KK voted later and cut the chicken in the poultry abattoir (TPU). He also briefly held the chickens that have been cut.

With the increase of these cases, the cumulative number of bird flu in Indonesia since 2005 until this news was broadcast on 190 cases with 158 deaths.
These cases have been reported to the World Health Organization, WHO, the Director General of Disease Control and Environmental Health Prof. dr. Tjandra Yoga Aditama as the focal point of the International Health Regulations (IHR).

WHO puts Indonesia as the country with the highest number of H5N1 victims in the world. The Government has yet to lift the Extraordinary conditions or outbreaks of bird flu for.

The virus is spread from birds to humans through direct contact, but health experts worry about the possibility of a virus mutation that can be transmitted from human to human.

Indonesia Girl Who Travelled to Singapore Dies From Avian Flu

SINGAPORE: The Health Ministry says it has been informed of a case of avian influenza A (H5N1) in an eight-year-old girl from Indonesia who had travelled to Singapore. In a statement, the ministry said the girl developed fever on June 18 in Indonesia. She was in Singapore from June 19-24 on vacation. She returned to Indonesia on June 24, and later died on July 3 this year.

The Indonesian health authorities have reported that the girl had exposure to poultry while in Indonesia, a few days before her travel to Singapore. They are monitoring her close contacts, including family members. All contacts have remained well.  As a precautionary measure, Singapore's Health Ministry has alerted hospitals to the case and commenced contact tracing in Singapore.  The girl stayed at a hotel in Singapore with her mother and other relatives from 19 to 24 June 2012 on a vacation.  She was brought to see a general practitioner for high fever on 22 June and was given treatment. Her relative who lives here and the general practitioner who treated the case are both well.

Lawmakers Knew of Bird Flu Vaccine Plant Irregularities

The House of Representatives reportedly had first-hand knowledge about the irregularities surrounding the construction of a bird flu vaccine plant, a House document suggests.

The document, obtained by the Jakarta Globe, contains records from a closed-door meeting between the Health Ministry and House Commission IX, which oversees health affairs, in April 2010. The document was signed by Commission IX deputy chairman Irgan Chairul Mahfiz.

The Health Ministry proposed a Rp 490 billion ($52.4 million) budget for an advance-education program to tackle the bird flu epidemic, but the budget somehow got redirected into the building of the plant, which is located at Airlangga University. The budget also soared to Rp 1.04 trillion, the dossier suggests.

"Commission IX approves the reallocation of the budget ... from the Professions and Expertise Education Program to Building a Research Facility and Production of Bird Flu Vaccines," the document states.

While the dossier did not mention which lawmaker supported the changes, it did note those who opposed it.

The document states that Mamat Rahayu Abdullah from the Golkar Party questioned how the construction program was supposed to help Indonesia's battle against the bird flu.

Indonesian Democratic Party of Struggle (PDI-P) lawmaker Rieke Dyah Pitaloka was quoted in the document as saying that Indonesia had more than enough vaccines to counter an outbreak, adding that construction was not needed.

The only proponent detailed by the dossier came from Democratic Party lawmaker Zulmiar Yanri.

A document, dated March 14, suggests that the Finance Ministry was still earmarking money for the project, ignoring a warning from the Supreme Audit Agency (BPK), which found more than Rp 600 billion in potential state losses in the deal.

Irgan confirmed that the Health Ministry's budget was redirected to the construction project but refused to say why.

Finance Minister Agus Martowardojo also refused to comment about the document.

"I want to focus on this first," he said before attending a meeting with the House Budget Committee.

Construction of the factory was done by Anugrah Nusantara, of which former Democratic Party treasurer Muhammad Nazaruddin was part-owner.

He is now in jail for rigging the tender for a different government construction project.

Nazaruddin is also being investigated for irregularities in the bidding process of three other construction projects.

Health Minister Nafsiah Mboy admitted last month that the graft convict's company violated its contract.

West Java, Indonesia:  The death of KK, 8, a resident of Karachi, West Java, due to the bird flu virus attack, is still a question mark.  One was about the source of the virus that infected the victim.

"We've studied birds around the victim's home, neighbors, and relatives of victims, and all have negative exposure to the bird flu virus.  The Karachi Chicken Market is referred to as a source of transmission, we also do not have poultry infected with the virus," said Rasim, Head of Disease Control Department of Health and Environmental Diseases Karachi, yesterday.

A graft-ridden project to build an avian influenza vaccine plant implicated three health ministers and one finance minister before former Democratic Party treasurer Muhammad Nazaruddin got involved, an audit has revealed.  According to the report from the Supreme Audit Agency (BPK), the project that began in 2008 and was halted in 2011 was conceived after state pharmaceutical company Bio Farma expressed interest in producing a bird flu vaccine.

In 2006, Bio Farma sent proposals to the World Health Organization and Japanese Embassy for funding.  The Japanese Embassy, through the Japan International Cooperation Agency, rejected the proposal.  But the WHO agreed to grant $2 million that was later used by Bio Farma to transfer technology for the bird flu vaccine downstream through its production process.  The state company then sent the same proposal to the National Development Planning Agency (Bappenas) and the plan was approved by then State-Owned Enterprises Minister Sugiharto.
Bio Farma also wrote a letter to then Health Minister Siti Fadillah Supari and said the company had approached the House of Representatives' Budget Committee to approve a grant for the project.

Jakarta, Indonesia:  Indonesia's Ministry of Health confirmed H5N1 avian flu in the death of a 37-year-old man, the World Health Organization (WHO) reported today, bringing to eight the number of H5N1 cases confirmed in the country this year.  All eight cases have been fatal.

The man, from Yogyakarta province, experienced a fever on Jul 24, was hospitalized on Jul 27, and died Jul 30.
