Fuel shortages are unknown events for many, not so for everyone. A short list of fuel problems for January 2008.
A pandemic would only make a bad situation worse and the list longer. Even the marshall islands where hit when a delivery was delayed.
Be it natrual, political or over demand there are problems already.
