Resolve to be Ready...Make a Plan NOW!

I couldn't really find a diary to post this in, as it's nothing to do directly with PanFlu but it is a reminder to everyone to Make a Plan.
Winter is upon us, and with it blizzards, floods, mudslides, and ice storms. In some areas of the country, and the world, these could mean local evacuations. Remember, this is not a plan for SIP, but a plan for short-term evacuation in case of local emergencies. The link takes you to a site that could very well help you fill out that Bug Out Bag you've always dreamed about!
We've heard it before, but it always bears repeating from time to time.
Posted and reprinted with permission of the Virginia Department of Emergency Management.
Resolve to be Ready ... Make a Plan Now
Have a hard time keeping New Year's resolutions? Here's one that's free and easy to do. Best of all, it will make a difference.
Resolve now to make sure your family has a plan in case of an emergency. Before an emergency happens, sit down together and decide how you will get in touch with each other, where you will go and what you will do in an emergency.
Why is this important? Families may not be together when an emergency happens, and if you have a written family emergency plan, then you and your loved ones will be better able in every way to handle an emergency.
Here's what to do:
•	Talk about the types of emergencies that could happen to you - include weather emergencies and other natural disasters and human-caused situations.
•	Decide on a meeting place in case you cannot return home. Choose a neighborhood meeting place and another meeting place if you can't get to your neighborhood. Also, if you have pets, choose a destination that accepts pets if you ever need to evacuate your home for any length of time.
•	Choose an out-of-town friend or relative as an emergency point of contact. The reason this is important is that it may be easier to make a long distance phone call than to call across town, so an out-of-town contact can help communicate among separated family members. Be sure everyone in your family carries the phone number for that person.
•	If you are a parent, ask your schools and daycare providers how they will communicate with families during a crisis. Ask if they are prepared to "shelter in place" if needed and where they plan to go if they must leave.
•	Write down your family emergency plan. Get printable worksheets to make a plan at www.ReadyVirginia.gov. This Web site also provides information about emergency supplies and how to respond to all types of emergencies.
During an emergency, you will be better prepared to safely reunite your family and loved ones if you have a family plan. In 2009, resolve to be ready ... make a plan now.
Prepared by the Virginia Department of Emergency Management, December 2008

Florida Pandemic Plan 2006

I reviewed the basic plan and wish to provide items for discussion with those who live in florida. Also others may want to review their state's pandemic plans to see if they are using the same data and maybe the same problems.
Ok here we go.
One of the big points is we do not know what will happen if H5N1 becomes a Pandemic. Will it modify itself downward enough from such a deadly virus as now to what the state plans for? So here is the problems as I see them:

1. Problem: Case Fatality Rate (2%) Hospitalization 10% Pop: 16 Million

The worst case they came up with is a 2 wave pandemic like the one in 1918 with a CFR of 2 percent.

Currently the CFR is 60+%. That is a BIG difference. Old data, are they barking up the wrong tree? Should they be ready for a CFR of 40% or even 50%?

2. Problem: They *assume 50%-75% reduction
in number of hospitalizations/fatalities with a antiviral (vaccine).

But they don't say that it will currently take a minimum 6 months to find that vaccine. What to do in the mean time?

3. Problem: Persons who become ill will shed the virus and transmit infection for up to one
day before the on set of illness.

This has found to be wrong by WHO in the last year. The Infected person can pass it starting once they have had the disease in as little as 4 days and up to 14 days after initial infection.

4. Problem: What will the state do once H2H starts? For individual cases they will be isolated and contained until the system can no longer handle the load.

Who/where is in charge of isolation program?

5. Problem: When will the state start taking any major actions? When WHO goes to Phase 6!

6A. WHO Phase 6 ? Human cases with potential for sustained person-to person spread, scattered cases allowing case-based control measures

6B. WHO Phase 6 ? Human cases with sustained person-to-person spread, no vaccine available, community-based control measures have to start; (School Closing)

Does any one see a problem with social distancing starting at WHO phase 6B??????

This is only the beginning of looking at Florida's "OUR" program. WE need to FIND the PROBLEMS and TELL WHAT NEEDS TO BE FIXED!
Back to the people who wrote it.

Where is TPTB plan?

If the government is in charge, has a plan and says everything is ok Why do I worry so when they say "Do not worry?
If we can not see the plan, we can not help?
Why do I worry?
 Seven reasons.
 1) I do not know the plan. Before take off and shortly after the cruise ship leaves dock there is a drill. I have not seen any pandemic drills where the power is shut down. If we are prepared then there is no problem doing a drill. Right?
Also - it seems the military does lots of emergency training and drills. So there must be something good to them. Those with CPR cards - ever stand in a crowed and think "Hmm how many other people are CPR trained? I can save them but who will save me?
 2) Past government plans. Yes I am talking about post WW-III plans. They where the best at hand but not practical.
 3) Where is the plan for me to read? Has it been updated since 2003? Is it still a Draft 1.0 version? Has anyone besides the author reviewed it? Has the plan ever been tested on a small scale? Has the plan ever been tested on a large scale? Has the plan ever been tested under adverse conditions? Does the plan mesh with other peoples plans?
 4) How detailed are the plans? or are they more like guidelines?
 5) What is my part? What do I have to do? I would rather get it done now and see how it works. I need time to practice
 6) What are the options? What is the backup plan in case this fails?
 7) How will the plan affect me and my family?
I get the feeling they do not want us to know what the plan is because it either does not exists, has too many problems or is really, really bad.
I could be wrong. We could have a great plan. If so where is it??
Without seeing the plan how can we help?
How can we practice and get good at teh plan?
Ok, lots of questions - hopefully lots of good pints.
We have plans four our homes. What about plans for banks, stores?
How do we put to work those that may be put out of work by a pandemic shutdown?
How does our state continue to work?
